How can I give all computers on a LAN its seperate outgoing Ip address?
If the computer/computers are inside of one physical lan you will get the same IP coming from the router (especially if you're on a home connection ISP that assigns dynamic addresses). For multiple external IP addresses you need to purchase a commercial grade line and the number of addresses you would like. Then and only then, can you actually assign static external IP addresses to each computer. Note: if you want to do this make sure that you purchase a good/solid firewall and ensure that all anti-virus software is up to date. Otherwise you are vulnerable to all outside problems.
